The Director of Consumer Affairs not only has been investigating E. N. F. Development's Co. LLC two corrupt professional engineer and its professional planner for preparing the criminally false SESCP which was certified by SCSCD's corrupt chairman but also the Borough of Stanhope's prior corrupt Borough Engineer John Cilo Jr. and YOUR corrupt SCSCD professional engineer Joseph Sedivy.

I expect 4 PEs and PP to not only lose their licenses but be criminally convicted with dozens of State and Municipal employees, judges and prosecutors.

The two judges who convicted me based upon the false charges by Ms. Winifred Straub your corrupt SCSCD manager and Mr. Clifford Lundin your corrupt SCSCD chairman along with your corrupt SCSCD board of supervisors and field inspectors refused to allow me to call witnesses in my defense as they were nothing but criminal co-conpirators along with many dozens of other State and Municipal Government Employees to protect YOUR criminal developer E.N.F. Development Co. LLC who should have Millions of dollars in civil fines for hundreds of days of violations on each Lot as ENF continues criminal conduct on Block 10903 Lots 13, 14 and 15 which was reported the criminals at SCSCD.

The Governor has assigned a POC who is Ian Brennan and if you contact the Commissioner of Community Affairs secretary Sherry at 609-292-6420 you will find out the Governor directed the DCA to investigate Stanhope.

I expect the Department of Justice to erradicate your Department members that conspired for years against the people of Stanhope.

Your corrupt Jim Sadley was provided over one hundred emails which he deleted along with your fellow worker the corrupt Frank Minch.

I am happy to report the criminal conspiracy by your competely corrupt Sussex County Soil Conservation District is being exposed on the internet as more then two hundred people now access the site.

The Governor's appointees on the Government Record Council have already found the letters written to me by our corrupt Town Administrator Teri Massood and our corrupt Borough Attorney Richard Stein to be illegal.

Your SCSCD of course used them in court to have me placed into an institution as your corrupt chairman Mr. Clifford Lundin was the Mayor of Hopatcong where the travesty occurred.

Needless to say, I was placing the telephone calls and emails to our corrupt Mr. Cilo who is under currently 3 investigations by the executive director Arthur Russo the Board of Engineers AT the direction of the Department of Community Affairs investigator Mr. Maher who was in my home as we telephoned his supervisor Mr. Gerald Grayce.

E.N.F. submitted two criminally false SESCPs which were approved by the criminals in SCSCD and of course your corrupt Mr. Sadley let a letter without any fee or any notification to anyone other then your corrupt Department of AGriculture and the corrupt officials in SCSCD even knowing what transpired.

My formal complaints are:

a. ENF Development Co LLC NEVER had any legal authority to perform any development on Block 10902 Lots 10 and 12, submitted knowingly false SESCPs and conspired with the Borough of Stanhope, the Department of Agriculture, SCSCD, Mr. Sedivy, Mr. Brian Smith and others to defraud the people of Stanhope. Buried a wetland before SCSCD even knew the 2 lot project existed which caused a sinkhole in my front lawn as the water went under East Drive.

b. ENF Development Co LLC is developing Block 10903 Lots 13, 14 and is adversely impacting Lot 15 which is NOT even its own property and has NO site plan or SESCP approved by the criminals on the Land Use Board or the corrupt Mayor, Governing Body.

Today I called your office to obtain your fax number and your corrupt State Soil Conservation Committee executive secretary Mr. James Sadley stated:"You were ordered not to send any faxes to this office" and when I requested that criminal Mr. James Sadley to put it down in writing, the corrupt Mr. James Sadley immediately hung up on me immediately.

On another telephone call to your office made almost immediately thereafter, a young woman answered and refused to provide me your fax number and also refused to provide me her first name or last name although when I asked her if she was a State of New Jersey employee she stated: "Yes".

As indicated on the "page400.htm" web site available via: thomascaggiano.com, I have no more patience as the Stanhope Police officer wrote a fraudulent 911 incident report, the Chief of Police in Stanhope refused to listen to the 911 recording I made at the Hopatcong Police station and the Hopatcong Police refused to review the transcript I made and willfully refused my valid OPRA request for a written copy of my 911 telephone call regarding the illegal development by E.N.F. Development Co. LLC as stated by fifteen property owners two months ago which is occurring on Block 10903 Lots 13, 14 and 15 with no site plan approved, no Soil Erosion and Sediment Control Plan approved and Lot 15 isn't even owned by the criminal E.N.F. Development Co. LLC.'s Franklin Dawalt Jr.

If I do not receive a reply to this certified letter I am sending today on Jul 11, 2006 within ten business days, I shall inform the Board of Engineers and file a complaint and I shall also inform the appropriate criminal authorities who are receiving a faxed copy of this letter on Jul 11, 2006.

P.S. I suggest you contact DEP's Mr. Larry Baier, who is Ms. Jackson's representative on the State Soil Conservation Committee as I telephoned him today with the true facts. Provide Mr. Baier in writing with a copy to me that E.N.F. Development Co. LLC never had any authority to start any development on the 2 Lot Block 10902 Lots 10 and 12 and that the developer Violated the State Soil Erosion and Sediment Control Act and that the 2 SESCPs certified by Sussex County Soil Conservation District's were false plans and NOT for the minor subdivision and not approved by the municipality.

The DEP Commissioner Ms. Lisa Jackson of the DEP knows she was lied to by Mr. Sadley as she herself asked about the non-existant wall which is NOT shown on either of the 2 criminally false SESCPs well known by your department, the corrupt District Attorney and SCSCD lawyer Mr. Brian Smith, SCSCD's corrupt Board of Supervisors, your corrupt chairman Mr. Lundin who groaned allowed when I responded to his question after reading Mr. and Mrs. Pawar's letter: Yes, the Borough Engineer admitted the wall did NOT met code.

There are no two walls on SCSCD's false SESCPs which are marked NOT valid unless approved by the municipality which neither was.

In fact, SCSCD's OPRA responses state that SCSCD never even informed the Land Use Board of its certifications as required by State laws.

You should have an appropriate prosecutor file with the Superior Court for fines for each day, as each day is a new offense for each Lot the maximum penality of $3,000 per day resulting in a fine of $Millions of dollars for E.N.F. Development's Co. LLC. criminal development of Block 10902 Lots 10 and 12 and that the General Conditions of the Wetland Permit were violated as not only were the SESCP plans changed required notification to the DEP as required by the Permit's General Conditions but both SESCPs certified by SCSCD where not only changed but were fraudulent.

I needed you should consult immediately with the executive director of the Board of Engineers Mr. Arthur Russo or the Director of Consumer Affairs Ms. Ricketts. In addition to the four professional engineers under investigation which includes SCSCD's Mr. Joseph Sedivy who does NOT have a contract that was placed per the Local Public Contracts Law in the four years I reviewed nor has a complete application ever been submitted per N.J.A.C. 2:90-1-14 which the corrupt Mr. James Sadley not only ignored but never even notified Stanhope or the Developer of Mr. Sadley's criminal act.
