from Governor Corzine, Mar 15, 2006 to Thomas Caggiano with copy to Ms. Farber
regarding direction to me by the Governor to assist the Office of the Attorney
General regarding an investigation of criminal conduct by numerous officials,
developer and professional engineers and planners available on the internet at

Letter
from Department of Consumer Affairs Director Kimberly Ricketts to Thomas
Caggiano with information copies to criminal investigators regarding the
confidential data I provided the director’s Board of Engineers which resulted
in her letter stating that the Stanhope’s Local Government Official its Borough
Engineer John Cilo Jr., the State’s Sussex County Soil Conservation District’s
PE consultant Joseph Sedivy and E.N.F. Development Co. LLC’s two PEs Wendell
Inhoffer and Peter Schneider were all under investigation. Three separate
complaints were filed against John Cilo Jr. by Mr. Iqbal Pawar, Mrs. Mary Pawar
and myself as on their deck on Jul 27, 2002 John Cilo Jr. after lying several
times was confronted by me in their presence and also the property owner of 6
Oak Drive (Block 10902 Lot 12) wherein John Cilo Jr. admitted a single 8’ high
wall did not exist on the site plan and did not met Stanhope code after I
showed him my copy of Chapter 100 and also admitted only after grabbing my copy
of the site plan out of my hands saw that he had signed the site plan which
included on the plan per Stanhope Chapter 100-119 and other state laws a Soil
Erosion and Sediment Control Plan and agreed with me that shade trees were
plotted on Lot 10 with a note that they were to be retained and they would be
restored on a 2-1 basis with the largest trees possible. For four years the municipality in
conjunction with State and federal officials have actively cooperated with the
developer to prevent apprehension and detection by providing lies and engaging
with courts to portray me as the antagonist in a “play” that continues in
Stanhope relentlessly as our corrupt Borough Attorney Richard Stein “dictated”
a planned response to another Town Council member in attendance at a Town
Council meeting after I left the room.
They are utterly despicable individuals and have continued to willfully
refuse documents for months and contrived to stamp “pages” confidential
concerning contracts in a coordinated fashion. I suggest you contact our NEW municipal clerk and OPRA
custodian Robin Kline who is essentially engaged in defending our community
against Stanhope’s corrupt government which includes the Mayor, Borough
Attorney, Town Administrator, Chief of Police, Governing Body, Chief Finance
Officer, Land Use Board and others in State government participating with them. One is unable to get a simple response to the following
items because they don’t exist: a.
Provide
a copy of an as-built drawing for 2 and 6 Oak Drive. b.
Provide
a copy of a Soil Erosion and Sediment Control Plan approved by Stanhope and
certified for the Project Block 10902 Lots 10 and 12. c.
Provide
a copy of a 2005 and 2006 contact for the Borough of Stanhope’s Town Planner
Scarlett Doyle and a copy of the newspaper announcement per the Local Public
Contracts Law and for a newspaper announcement for the 2006 contract for the
award of the firm Omland Engineering Associates wherein Eric Keller is
contacted to provide the services from Jan 1, 2006 to present as its appointed
municipal engineer. None of these legally required documents exist which the
Department of Community Affairs knows. The Governor’s Office requested an
investigation months ago. I discussed other points with you on our telephone
call of Aug 15, 2006. Stanhope knows what the OPRA requires. As there has been
no penalties whatsoever in years, they feel they are completely immune and
continues its relentless criminal conduct and the Sussex County Prosecutor’s
Office recused itself on Jun 14, 2006 and per my discussions with them
yesterday, there is nothing they can do which is why I recommended to Stuart
Rabner and Ian Brennen have an Acting Attorney General assigned as apparently
the Governor has requested Ms. Farber to resign over the ethics violations of
“racing” to the click-it and ticket stop of her boy friend and where the
tickets were “voided”. In Stanhope, our
municipal government not only has no ethics but also is just one of tyranny as
I stated on May 11, 2006 in front of your GRC members wherein they “found”
Stanhope willfully violated State laws and issued illegal (criminal) letters
banning me from Stanhope. Per our pleasant conversation which I enjoyed today and
your office’s efforts in bringing a 481 page report to the Office of
Administrative Law, for our community I commend your effort and those of
Stanhope’s OPRA custodian who not only works in a hostile environment but a
criminal environment and is undertaking her public trust with great efforts
which all my neighbors applaud her courage, excellence and duty. As I
mentioned, I suggested other improvements in your operation such as when you
“notify” the newspapers please use the term “publish” in your fax messages,
which is the correct language form. Furthermore, while you indicated your
organization has different “laws” that does not require excellence, I suggest
you set such a role model for other State organizations as I believe your
talent should not be limited by “legal requirements” but provide an example of
leadership and let others follow your thoughts, your efforts to enhance the
performance of your employees and organization. Don’t be limited by the “law”
which states I have to only do “xyz” but emulate others as your goals should be
improve productivity, support the public with boundless energy and thought and
it will be a contagious driving role model among all your young staff. If you desire at any time to discuss my experiences in
providing policy support to over 4,000 engineers, project managers, procurement
analysts, program analysts, comptrollers, lawyers, academia, industry or other
federal or state enterprises, please just call me any time as I might be able
to at least be a sounding board and assist in brainstorming the problem
definition phase or any phase. My cost is always the same. Can I put a smile on
your face J I look forward to your bringing light to your organization
and make it better for all people as I am sure you can and have the desire
after talking with you several times. I always enjoy our conversations and
thank you for listening. Attached is a check for $20.88 per our discussion for
my OPRA request. Please take your time in responding as I know you have staff
changes and other pressures and I have now transitioned to undertaking bringing
innovative medical technology, direct methanol fuel cell power technology and
classified technology to support the children, the victims of wars, and our fraternity
of soldiers with the aide of many of my friends who share a common goal to help
humanity as all are working for no money compensation but a greater reward;
