Convict Stanhope and State of New Jersey Officials

According to criminally false Stanhope's Borough Engineer' John Cilo Jr.'s isnpection reports, the State's Sussex County Soil Conservation Distric's reports and the executive secretary of the State Soil Conservation Committee's false report to DEP Commissioner Lisa Jackson "nothing" left the property. Since each day is a new offense per the State Soil Erosion and Sediment Control Act's violations and court fines can be $3,000 per day. If these corrupt officials reported the offenses to a prosecutor the fines would be in the MILLIONS as hundreds of days of violations occurred. At no time was there ever legal authority to undertake any development of the project, minor subdivision Project Block 10902 Lots 10 and 12. There was continues criminal false statements made by many Stanhope government officials and Sussex County Soil Conservation Officials and HQ, Department of Agricuture officials to superiors and law enforcement agencies and the Department of Community Affiars Codes and Standards and Local Government investigations. A detailed report of observations was prepared by Mr. and Mrs. Pawar in conjunction with Mr. Caggiano. Letters from each property were distributed, over 100 emails with photographs and explanations and Ms. Straub the manager of Sussex County Soil Conservation District slammed a large portfolio of dozens of photographs shut on my fingers in a meeting at SCSCD with Mr. Krause a member of her staff present. Not a single violation as of May 17, 2006 was ever issued except my six criminal convictions as in Stillwater and Hopatcong Mr. Lundin the SCSCD chairman and Ms. Straub the SCSCD manager introduce evidence into the court that would convict themselves and instead I was convicted. In both Stillwater and Hopatcong, Mrs. Pawar and Mrs. Caggiano were in the court room and I was not allowed by either judge to call them as a witness.

EARTH GOOGLE WEB SITE PROVES Stanhope's Borough Engineer John Cilo Jr. lied in his criminally false
response to the Board of Engineers as the photos show the Status of the Construction Site after the house on Block 10902 Lot 12, 6 Oak Drive, Stanhope was essentially completed. The space photo is estimated to be May 2002 as the illegal development by E.N.F. Development started on Nov 7, 2001

In a Jan 8, 2002 letter by the Borough Engineer to the Construction Code Official Thomas Pershouse, the Town Adminstrator Teri Massood and the Stanhope Borough Attorney / Municipal Prosecutor, Mr. Cilo reported the stabilized assess with wheel clearing which was required on each of Block 10902 Lot 10 and 12 were NOT constructed. As can be seen in the photo when the home on Block 10902 Lot 12 was completed both lots are filled without any stablized access as hundreds of days of offenses resulted as the development started Nov 7, 2001 and this photo shows in Jun 2002 they were NEVER built and the light colored area behind the house shows the non-disburbance zone was adversely impacted and the tree roots are not protected nor is there any protection on the perimeters.

Google Earth's photographs of the development PROVES hundreds of offenses on Lot 10 AND Lot 12 were reproted. The entire development was illegal as NO Stanhope approved Soil Erosion and Sediment Control Plan with Sussex County Soil Conservation District approval was ever obtained.

Both SESCPs submitted by E.N.F. Development were criminal false submissions. The Department of Consumer Affairs instantly started investigations against E.N.F. Developments two professional engineers, professional planner and the State's Sussex County Soil Conservation District for preparing false SESCPS or approving them. The Stanhope Borough Engineer John Cilo Jr. has been under investigation for more them a year as Mr. Cilo has separate complaints filed against him regarding the illegal development by three property owners.

Below are close-ups of the photos showing additional details that no wheel clearing stablized access was ever built on 2 or 6 Oak Drive, trees roots were not protected that were to be preserved and after this image was taken as the trees on Lot 10 are still shown to exist. Lot 10 is 2 Oak Drive the corner lot and the 4 large shade trees to be preserved are plotted on the site plan with a note to be preserved to comply with local community standards as these became the only two clear cut front lots in Stanhope. Adverse impacts occurred to many properties with mud, boulders and sinkholes as wanton and continuous violations occurred. The community's petition to the Mayor, Borough Attorney, Governing Body and Town Administrator on the web site to comply with Land Development codes, the site plan and restore destroyed trees was ignored. The criminal conspiracy continued on May 11, 2006 in the Department of Community Affairs by its General Record Council's meeting in Trenton and in the Hughes Justice Complex in the Department of Criminal Justice as I went there immediately after the GRC debacle and confronted the Criminal Justice Department itself as another criminal within the State Department of Justice was met in the Name of Ms. Liester a supervisor in the Department of Criminal Justice who was met in the lobby with two other associates. She refuesed to look at any data, proof of the false plans, and evidence shown on the web page entitled Cover-up. I forced her to look down after she had stated she had read everything I sent into the Department of Criminal Justice which was inches of evidence. I stated the photograph of the WALL showed a felony occurred. She stated it was not a felony and refused to talk with me for 1 minute or allow me to even turn to the next page of evidence, turned her back on my immediately and walked away. Treton's State government is corrupt as you can get. Wide spread proof of the massive corruption exists in all files in all departments. Just ask to examine all documents submitted to any State department, faxes, letters and emails and get ready for boxes of evidence in every office. The U.S. Attorney's Office needs a large team of experts as dozens and many years of criminal conduct will be exposed.

1. Obtain via an OPRA request to the Borough of Stanhope the minutes of the Borough of Stanhope's Land Use Board of May 8, 2006, and the exhibits provided by Mr. Caggiano in the OPEN PUBLIC Meeting time and the E.N.F. Development Co. LLC hearing on 8 Hickory Drive.

2. Obtain via an OPRA request to the Department of Community Affairs' Government Record Council a certified transcript of the nine minutes of the OPEN Discussion from the Government Record Council meeting of May 11, 2006 and a copy of the exhibits Mr. Caggiano presented in the OPEN Public comment period of May 11, 2006 the nine minutes I was allowed to talked before the GRC brought in its armed guards to stop me from presenting evidence and a copy of the letters and faxes the GRC received from Thomas Caggiano for the complaints "heard" on May 11, 2006 and

3. Obtain via an OPRA request to the Borough of Stanhope a copy of the minutes of the open public discussion of on May 11, 2006 to the Stanhope Environmental Commission and a copy of the exhibits I provided to the Committee.

4. Submit via an OPRA request for a copy of the record of meeting between Mr. Caggiano and Department of Criminal Justice on May 11, 2006 in the Justice complex among Mr. Caggiano and Department of Criminal Justice employees headed by Ms. Leiter where Mr. Caggiano showed them a photograph taken by Mr. John Cilo Jr. the Stanhope Borough Engineer and stated a felony occurred. Ms. Leister stated it was NOT a felony, refused to talk for 15 seconds more or look at the next page of evidence. Turned her back and immediately with two other employees she struted away as they ALL refused to look at the evidence on the table which is available on the web site under COVER-UP.

The Department of Criminal Justice is lead and controlled by criminals.

The General Record Council is a panel of criminals with criminal managers protecting the criminals in Stanhope municipal government and developers.

The HQ, Department of Agriculture and Sussex County Soil Conservation District is infested with a criminal Board of Supervisors, chairman, manager, attorney and inspectors.

The Borough of Stanhope Mayor, Governing Body, Town Administrator, Borough Engineer, Land Use Board Engineer, Land Use Board Attorney, Mayor's representative to the Land Use Board, Construction Code Official, Chief of Police, Shade Tree Commission Chairman and Code Enforcement Official are corrupt.

All one need do is ask for a copy from the Borough of Stanhope for an as-built drawing of 6 Oak Drive, Block 10902 Lot 10 and 12 and an approved Soil Erosion and Sediment Control Plan approved by the Municipality of Stanhope AND certified by Sussex County Soil Conservation District / Department of Agriculture as NONE exists.

The state government, municipal government and Hopatcong and Stillwater courts are just one huge criminally run and controlled protection racket for developers that had hundreds of violations not reported and never had any authority to do any development as massive fraud in many department's is still on-going.

We need the U.S. Attorney's Office Mr. Nobile with dozens of investigators as this will begin to expose decades of massive corruption through the state.
