Dear Governor,
For my community it was great to see your photograph in the Star Ledger today saying; “I won’t wait for you”. I recently contacted the Department of Criminal Justice concerning our community’s complaint about a cease pool of corruption in the New Jersey’s Department of Justice, the State Department of Agriculture, Sussex County Soil Conservation District and the Borough of Stanhope and the investigator told me: “ The investigation can take years.”
I am curious if it’s going to be 2008 or later as the evidence shown below was on my dining room table in Dec 23, 2002 and its upstairs gathering dust in large boxes which I dragged into the Sussex County Prosecutor’s Office before they banned me from the building and telephoning them.
The Sussex County Prosecutor’s Office even went so far as accusing me of writing a forged handwritten letter which of course was written by Mrs. Mary P after she telephoned Detective Costello to report the criminal activity on her deck as the Borough Engineer John Cilo Jr admitted to four of us who had him surrounded around her patio table as Mr. John Cilo Jr. admitted he just lied to us all three times, that a single 8 ‘ tall wall didn’t met code and wasn’t shown on the site plan and that four large shade trees as large as 21 inches in caliber size were also shown on the plan and destroyed and he agreed that they would be replaced with very costly 5.25 inch caliber trees which were the “largest” possible. Detective Costello hung up the telephone on Mrs. Pawar when she started to complain about the criminal conduct saying he would be around in a few weeks. I told Mrs. Mary Pawar don’t believe Detective Costello for he is a lair as I obtained via OPRA a copy the investigation report from the Department of Community’s Affairs (DCA) Local Government investigation and Detective Costello then provided me his first lie to me that he didn’t call them and after I read him what the DCA investigator wrote me in a letter, after I read it to him wherein Detective Costello said my allegations were untrue, he admitted he talked with that investigator and then denied he said what the investigator wrote down what he said! There were other “criminal investigations” by the Department of Community Affairs Codes and Standards by investigator Mr. Maher and he was told falsely that a Soil Erosion and Sediment Control Plan approved by Stanhope and certified by SCSCD (as required for the project) was not needed by Stanhope Borough Engineer, Construction Code Official Thomas Pershouse (a voting member of the Land Use Board wherein SESCPs are approved) and Sussex County Soil Conservation District’s manager Ms. Straub. In another investigation conducted by Stanhope Detective, he was lied to by the Developer Mr. Franklin Dawalt Jr. and the Stanhope Town Administrator Teri Massood that required plans were “approved” as no Soil Erosion and Sediment Control Plan for the minor subdivision project has ever been approved by the municipality and certified by SCSCD. SCSCD’s certified SESCPs by its chairman Mr. Lundin are false, only for a single home and not within its jurisdiction as the other Lot 12 was shown on the same drawing and willfully ignored and never submitted to the Stanhope Land Use Board with fee so that it could be rejected so the Land Use Board wrote in its minutes it was powerless. Mr. Wooton is a member of the Land Use Board, the Mayor’s representative to the Land Use Board and a voting member of the Town Council. When he votes on the Land Use Board he votes “We are powerless” and when he is on the Town Council the next night, he votes “Things are going in accordance with Borough Procedures.” He is completely dysfunctional at best.
On Jul 27, 2002 all the surrounding property owners signed a petition to the Town Council and many appeared and complained: Comply with Land Development Codes, the site plan and restore the destroyed trees.
The result of my constantly repeating that mantra was I was convicted five times, found in contempt of court, handcuffed, put in a five point restraint system, involuntary imprisoned in a mental institution for 18 days, drugged against my wishes and had my red blood cells reduced 50 %, fined thousands of dollars, paid thousands of dollars in legal fees, was not allowed to call witnesses in my defense in two different courts, had restraining orders placed against my by two different courts so I couldn’t tell the corrupt state officials in writing, telephone or in person that they are corrupt, sentenced as an inmate in the Sheriff’s Labor Assistance Program, placed on a year probation by two different judges for a total of two years probation, denied the right to vote the corrupt officials out of office for two years, banned totally from all Borough of Stanhope property whereby if I attempted to contact any public official in writing, telephone, fax, email, or in person, I would be charged with criminal harassment and escorted off the property immediately and charged with criminal trespass, had police pound on my front door with ever threatening letters from Stanhope as I complained of the criminal conduct four times and four death threats made against me after I testified under oath about the criminal conduct at a Land Use Board meeting before Stanhope banned me from talking at the Land Use Board public meeting about the illegal development across the street from home where my mailbox is where I went to pick up letters of support and the developer saw me and came over to me and threatened my life. When I reported the threat on my life to the municipal prosecutor/borough attorney he sent me a threatening letter I was warned not to contact him. When I brought the police report into the left side of the municipal building to the Town Administrator from the right side of the municipal building where the Chief of Police is, the Town Administrator mailed me back the police report and had the police who I obtained the report on the right side of the municipal building drive up to my house and hand deliver to me a threatening letter that I was warned not to enter the municipal building on the left side of the municipal building. In total the police came to my house four times even banging on my door waking us up from our sleep so the police could hand me a threatening letter that I emailed the Borough Engineer about the illegal conduct. The State’s Department of Community Affairs Code and Standards inspector Mr. Maher was in my house for 1 hour going over the evidence shown on the table but refused to leave my small foyer expect to make a telephone call to his supervisor and we both talked with him and they told me to notify the Borough Engineer to enforce the law and when I did, well back to my house came the police with a threatening letter from the Town Administrator.
When my neighbor who was witness to the lies on her deck and admission of guilt sent in an OPRA request to Stanhope, Stanhope refused. When my wife sent in an OPRA request, Stanhope refused. When I sent in an OPRA request, Stanhope refused and after I filed a complaint with the GRC, Stanhope wrote to the GRC I was a criminal and not allowed to inspect any government record via OPRA and then lied to the GRC that it made copies of the documents I requested to make a copy. My email address is blocked in Stanhope, Sussex County Soil Conservation District and the Department of Consumer Affairs where despite the fact I can get emails from the GRC regarding the current seventeen denial of access complaint I filed against Stanhope, the GRC can send me emails but I can’t reply by email. If I sent an email with a photograph of a violation to Sussex County Soil Conservation District to report a crime, SCSCD will again take me to court and again have me sentenced as an inmate in the Sheriff’s Labor Assistance Program (SLAP) where I already was sentenced to 15 days. While in SLAP they ordered me to scrap copious amounts of heavy old lead based paint off a church wall without any protection as fragments of lead based paint rained down on my head as I was holding a long ladder steady as another person above my head scraped the paint off the walls all over me and the floors. When I complained to State health department they replied I couldn’t as I was an inmate.
Senator Littell, Assemblywoman McHose and Assemblyman Gregg all wrote to the prior New Jersey Attorney General to investigate and Edgar Hess of the Criminal Justice Department called me up and said: ”Case Closed” and wouldn’t let me talk to him for 1 minute. Senator Codey, then also Acting Governor, sent a box of evidence with more then 20 audio tapes, a CD full of evidence and 2 inches of evidence to the Office of Government Integrity and after they did nothing I requested it back where after Senator Lautenberg instantly on our community’s behalf wrote a letter to the U.S. Attorney’s Office and I had a two hour meeting with Mr. Nobile in Newark essentially immediately in stark contrast in that I have been unable for more then 4 years to have anyone in State government look at the four feet of evidence in my attic other than the Sussex County Prosecutor’s Office who saw it, reported the quantity and had me haul it back out and then immediately banned me from visiting the SCPO or telephoning them.. Ms. Gore of the State Committee of Investigation who was in my home for 1 hour. After hearing nothing from SCI, I resent it to OGI got it back “unopened” with and then it traveled to the U.S. Attorney’s Office if any State official wants it Mr. Nobile is protecting it.
I have not heard from anyone in the New Jersey Criminal Justice system since your letter of “due diligence” nor have any of the other seventeen adjacent property owners which all wrote letters, signed petitions and are all witnesses ever been contacted. I have offered to visit any office at any time to provide the same overview I gave the U.S. Attorney’s Office which responded instantly in contrast to New Jersey which makes a witness banging at the door go completely unheard. I am not only banging I am jumping up and down and shooting from the roof tops. I’ll even take you out to lunch or dinner at my expense. Still no reply other then the Department of Criminal Justice’s PSCB stop sending us the evidence. The State Commission of Investigations Director Mr. Rockoff wrote me a nasty letter “Stop bothering us”.
There is some good news. The Department of Consumer Affairs Ms. Ricketts informed the U.S. Attorney’s Office, the New Jersey Criminal Justice Department of Criminal Justice Mr. Czepeil and HQ, Director of Agriculture Ms. Monique Purcell that after I appeared at its investigatory inquiry against the Borough Engineer, it responded instantly by initiating concurrent investigations against E.N.F. Development Co. LLC (ENF) two professional engineers, the State’s SCSCD professional engineer and ENF’s professional planner.
We commend the outstanding effort of the Board of Engineers and particularly its executive director Mr. Arthur Russo. You should have him “cloned” and emplaced in every office in the executive branch. In addition, the General Record Council is also proceeding effectively against the Borough of Stanhope for numerous denial of access complaints and we note the outstanding service of Ms. Gloria Luzzatto. In the Borough of Stanhope, they have a new Municipal Clerk Ms. Robin Kline who is exceptional as she is working in a hostile workplace environment controlled by a corrupt municipal government and supporting us with courage and great fortitude and responsiveness as she is being hampered by the Borough Attorney whose preventing her from responding truthfully to valid OPRA requests.
We have the support of our federal Senator, Congressman, Senator Littell, Assemblywoman McHose, Assemblyman Gregg, Land Use Board and Stanhope Environmental Commission. The DEP and Department of Community Affairs are powerless as no offenses are reported by the HQ, Department of Agriculture executive secretary of the State Soil Conservation Committee, Sussex County Soil Conservation District, prior Borough Engineer, Mayor, Town Council, Town Administrator, Borough Attorney and Construction Code Official are ALL false
There are dozens of corrupt state, municipal and developer persons just ready to visit
What we need is some of your “I won’t wait for you” to rub off on either your criminal justice system or write the U.S. Attorney’s Office who is helping purge UMDNJ of its embedded corruption. Your criminal justice system is broken as much as UMDNJ as is the Department of Agriculture, Sussex County Soil Conservation District and Governing Body of Stanhope.
The Department of Consumer Affairs is “begging for help” as it reported it has “the evidence”. We suggest you arrange a meeting with anyone in your executive branch that can sit down with me any where at any time for two hours so I can provide an overview of the treason that has been and continues to be perpetuated upon the New Jersey citizens.
The entire development was illegal, the issuance of certificates of occupancy were illegal and the “enforcement authorities” have used kangaroo courts and kangaroo prosecutors to convict me as I say:
Comply with the land development codes, the site plan and restore the trees.
We are all here just waving a big HELP sign. We got the evidence if anyone is willing to take it. Just give me a telephone call as I am NOT a leaper at 973-347-4354. I am listed in the telephone book and finger printed to boot. I’d personally like to have the criminals convicted and not me. After my 5 convictions it’s getting boring.
