Director of Consumer Affairs Kimberly Ricketts wrote a letter which refers to my ninety exhibits which are confidential and resulted when I briefed the Board of Engineers to immediately begin investigations and expand its investigation against the criminal and incompetent prior Borough Engineer John Cilo Jr., the developer's two professional engineers, and the State's Sussex County Soil Conservation District professional engineers and also the developer's professional planner for preparing obvious and criminal false Soil Erosion and Sediment Control Plans, filing criminally false inspection reports, memoradum and criminally fictictous reports to enforcement agenies to prevent detection and apprehenion.

Director of Consumer Affairs Ms. Ricketts referred the protected data to the U.S. Attorney's Office, the Department of Criminal Justice and Director of Agriculture Monique Purcell and Sussex County Soil Conservation District and Stanhope both refuse to hear it as both their professionals engineers are listed in the investigation.

The Borough of Stanhope on May 30, 2006 refused to enter a closed session to view the confidential information against its corrupt now consultant who has NO contract and is being paid illegally. Furthermore the municipal engineer Eric Keller has no contract. Based upon my review all of Mr. Cilo's contracts for decades may have violated the Local Public Contracts Law. The Mayor, Borough Attorney, Land Use Board Attorney, Town Administrator, Governing Body are criminals. Maps, site plans, and Soil Erosion and Sediment Control Plans are signed by Cilo as Board Engineer and he has NO contract and is NOT authorized one to sign any as the Map Filing Law restricts approval to the official municipal engineer who would be Keller who is banned from the Land Use Board but has no contract but charges any way and does refuses to perform his other duties as Municipal Engineer.

The Borough Attorney Richard Stein even lies that Chapter 2.2.D the removal of the Town Administrator exists.

The Borough of Stanhope has been a ceasepool of corruption. Fifteen property owners signed a letter on May 8, 2006 that criminal acts occurred, wetland permits violated, shade trees destroyed, walls build in restrict deed areas, false inspection reports as hundreds of unreported violations occurred continuously.

There is a criminal conspiracy with many State agencies. This web page includes access to the 5 minutes of the public town council meeting on May 30, 2006 as I spoke to our corrupt Mayor Diana Kunken and our corrupt Borough Attorney Richard Stein with the corrupt Town Administrator Teri Massood sitting next to me. The Government Record Council on May 11, 2006 found that the Borough of Stanhope acted illegally when it threatened me that I would be charged with criminal trespass and criminal harrassment as the Corrupt Town Administrator with the full knowledge of the corrupt Mayor and Town Council and Borough Attorney conspired to prevent me from obtaining evidence of illegal contracts, illegal disbursements, and evidence of criminal acts. The OPRA custodian was found guilty of violating State laws and if the penality stated in the OPRA law by the Superior Court are impossed the OPRA custodian would have a fine of $83,500 and she would have NO remedy as she was "following" and illegal order.

Needless to say even though I presented the criminally false certified Soil Soil Erosion and Sediment Control Plan certified by Sussex County Soil Conservation District's Chairman Mr. Clifford Lundin submitted by the developer that had NO authority to do any work, the SESCP certified on Mar 24, 2004 was the second criminally false SESCP and doesn't show the two walls one in the resticted conservation area and shows 1 of four trees as all were destroyed.

The corrupt Borough Attorney even denied that Chapter 2.2 D under Administration for removal of the Town Administrator Ms. Teri Massood existed. I also noted their profession service contracts violated the Local Public Contracts Law and its always interesting how they refuse to allow any time extension for me. I also provided a letter signed by fifteen property owners that the development violated laws, that deeds were encumbered which the Mayor and Governing Body ignored of course.

This letter shows that the Borough of Stanhope has NO contracts with its Municipal Engineer Eric Keller or its totally corrupt person they identify as their Board Engineer or Land Use Board who has NO authority and is under three investigations by the Department of Consumer Affairs Board of Engineers and interested parties should contract the executive director Mr. Arthur Russo for the evidence against Mr. John Cilo Jr. which is confidential but the listing of the ninety exhibits is on this web site and includes data concerning numerous criminal State and Municipal Officials in a continuous cover-up of an illegal development wherein criminally false plans were certified and never approved. A criminal cover-up was started by the Borough of Stanhope on Jan 8, 2002.

The Borough of Stanhope not only hasn't complied with the Public Local Contracts Law in what appears to be decades with the corrupt prior Borough Engineer John Cilo Jr. under three investigations by the Board of Engineers but doesn't even appear to have a 2006 contract at all. The corrupt Mayor, Governing Body have banned the Municipal Engineer from attending the Land Use Board Meetings and NO site plan, or Soil Erosion and Sediment Control Plan is valid as they willfully violate the Map Filing Law. Stanhope can't even find a contract for Omland Engineering Associates / Mr. Keller and its announement for the professional service doesn't comply with the Local Government Contracts Law either.

What we have in Stanhope is just one big corruption Borough that disburses funds to people NOT under contract for which they have no authority to do as they have a consultant with no authority use the phoney misleading titles as Board Engineer or Land Use Board engineer on their master plan update and as a consultant Mr. Cilo's signature is meaningless. Needless to say, I pointed this out to the corrupt Mayor Diana Kuncken, the corrupt Borough Attorney Mr. Stein and the corrupt Governing Body and the corrupt Town Administrator on May 30, 2006 and also the Land Use Board Chairman and Land Use Board Attorney Mr. Roger Thomas on May 11, 2002. I even told the corrupt officials as Mr. Massood and Mr. Stein signed many letters to me and had police bring them to my house four times that I could NOT enter the Borough of Stanhope property or contract any employee for any reason. Fortunately the Governor's appointees on the Department of Community Affairs General Record Council found that directive to the Chief of Police by the corrupt Town Administrator but the OPRA custodian can use compliance with an illegal order as an excuse to deny me my rightful access. If one goes to the General Record Council OPRA page and search on Caggiano you will find many complaints. Click on the May 11, 2006 agenda and you will see I had more complaints against Stanhope then everyone else in the entire State. I did that as each complaints is a violation. I suggest that the executive director of the GRC proceed to the Superior Court now that they have found the custodian guilty. Per the fine schedule in the OPRA, the custodian should get a $83,500 personal fine and that didn't bother the corrupt Stanhope Government. All one need to do prove corruption is ask for: "An as-built drawing for 6 Oak Drive. It's that simple".

Below is the letter that Mr. Cilo its incompetent and corrupt something as I don't think he even has a contract complying witht the Local Public Contracts Law in decades pretending to some authority as Municipal Engineer which he doesn't did phase the corrupt Stanhope Mayor or Governing Body when I presented it and told them what is was. OUr corrupt Mayor Diana Knucken refused me to have a closed session to discuss the personal and contract matter and refused any time extension.

Below is the second criminally false Soil Erosion and Sediment Control Plan submitted by E.N.F. Development Co. LLC without a complete application to the criminals in Sussex County Soil Conservation District that shows NO walls, a tree, slopes all inconsistant with the actual site conditions and for only a single home not the project that SCSCD never notified Stanhope existed that Mr. Cilo's lawyer Mr. Powers provided to the Board of Engineers in defense of my complaint 05-13 which I discussed the Board at an investigative inquiry in February 2006. How many months after giving the Board of Engineers ninety exhibits does it take the Board of Engineers to take away this corrupt, incompetent professional engineers license as the investigation is obvious based upon the evidence submitted by Mr. Cilo's lawyer alone?

I provided this criminally false SESCP to our Mayor, Borough Attorney and Governing Body and told them it was false and requested a closed session review of Cilo, the Town Administrator Teri Massood and contracts and my request was rejected on May 30, 2006 so I stated I would like to made a date for a Chapter 2.2D hearing for the removal of the Town Administrator and our corrupt Borough Attorney stated that Stanhope's code Chapter 2 Administration did not even exist?.

Stanhope officials should be tried for treason as it did not phase them a bit when I told them that the Government Record Council's findings on May 11, 2006 was that Stanhope's conduct was illegal and the OPRA custodian willfully violated State laws.

Absolute corruption ignored by the OGI, Department of Agriculture and Sussex County Prosecutor's Office and the Department of Criminal Justice and the Department of Community Affairs Codes and Standards.

On Jun 2, 2006 when I gave SCSCD's lawyer Mr. Brian Smith the site plan / SESCP and tax map marked with all the surrounding property owners completely surrounding the site with a big X marking the home of our corrupt Mayor Diana Kuncken, he asked why is it taking so long? I have NOT a clue other then in New Jersey developers are protected and the municipal and state officials protect one another.

Below is the Department of Community Affairs investigator's report by Mr. John Maher WHITE WASH and CRIMINALLY FALSE REPRT BY Maher as he knew the information provided to him was criminally false informations and that the corrupt Stanhope Mayor Diana Kuncken and Governing Body refused to discuss. I informed them that Cilo was incompetent and a criminal. They also refused to discuss the "confidential data" that the Director of Consumer Affairs Ms. Rickett's notified the U.S. Attorney's Office, Department of Criminal Justice and Director of Agriculture she was provided by me. The Department of Criminal Justice's Louise Lester on May 11, 2006 refused to look at four pieces of evidence I carried into the Hughes Justice Comples or look at two pieces of proof on the table in the lobby. I provided the Stanhope Land Use Board and Mayor a copy of the criminally certified SESCP that the criminals in SCSCD certified on Mar 24, 2004 without even having informed Stanhope that SCSCD certified such a plan for a single home which is not even under its jurisdiction as the plan must be for the project. The Department of Community Affairs Codes and Standards Mr. Maher knew he was criminally lied to for he was in my house for 1 hour but never left my small foyer while 4 feet of evidence was in the next room on my dining room table.

Mr. Maher knew the statements by Mr. Cilo the Borough Engineer, Mr. Pershouse a voting member of the Land Use Board and Construction Code Official who was told in writing to stop development by Mr. Cilo himself who had signed an incompentently Stanhope approved site plan with a Soil Erosion and Sediment Control Plan told Mr. Pershouse one was needed and the corrupt Town Administrator Teri Massood and the corrupt Borough Attorney who is also the corrupt municipal prosecutor Mr. Richard Stein. Below is the report that talks about the two walls and neither wall exists on the two criminally false SESCPS certified by SCSCD and neither plan is approved by Stanhope. The first criminally false SESCP was certified 11 months after the development on both lots had started, a wetland buried, shade trees destroyed with criminally false reports prepared by Franklin Dawalt and his two professional engineers and professional planner all under investigation by the Department of Consumer Affairs.

As can be seen when I brought 4 feet of evidence, more then 20 audio tapes, dozens of witnessed dated photographs of unreported violations which would prove Stanhope's and SCSCD inspection reports were criminally false reports which would have hundreds of days of offenses with $Millions of dollars in fines if Stanhope OR SCSCD reported the violations which every one ignores into the Sussex County Prosecutor's Office and met the corrupt Detective Joseph Costello who provided false information to the Department of Community Affairs Local Government investigation, after he told me based upon a review of a few documents that based upon Mr. Cilo's letter to Mr. Pershouse, Mr. Stein the prosecutor and Ms. Massood the Town Administrator telling them to stop construction immediately that there were violations, no stablized access, adverse impacts to the non-disturbance area and he needed a Soil Erosion and Sediment Control Plan for the project as required by Stanhope regulations 100-119, Title 40, SESCA and did NOT have one ( required to be certified by SCSCD ) and to remedy all violations which they never were as future SESCPs which only were developed AFTER I went to SCSCD for the two lot development were 2 criminally false SESCPs for a single home and never approved.

I notified the Sussex County Prosecutor's Office was told to haul away the evidence and that it would ALL be reviewed and I was then immediately banned from calling the SCPO who I called dozens of times and was hung up on by Detective Costello at all times and was banned from visiting the SCPO. I provided the false SESCP and a CD full of evidence and then two detectives returned my letters to the SCPO, the CD which is still up in my attic in the folder the corrupt Detective Costello returned it to me in.
