NJ Criminal Justice Department's Mr. Edgar Hess shutdown investigation in one day

The entire community surrouding the illegal development by E.N.F. Development Co. LLC on Stanhope Block 10902 Lots 10 and 12 never had authority to do any development per Stanhope Chapter 100 Land Development, the State Soil Erosion and Sediment Control Act or its implementing N.J.A.C 2:90-1 et seq requirements and procedure.

Required hay bales and stablized access with wheel clearing on Oak Drive lots, protection for tree roots were never installed and silt fences were not maintained and buried for months. The Stanhope Borough Engineer John Cilo Jr. wrote false inspection reports as did subsequently Sussex County Soil Conservation District's manager Ms. Winifred Straub and field inspectors. Boulders rained down steep unprotected slopes smashing to 5 Valley Road rear fence 40 ft into their properties as mud flows went to the consevation easement and into their properties by 20 ft up to 7 inches deep. Every adjacent property's owners letter was read by me to the corrupt Sussex County Soil Conservation District's Board of Supervisor's, chairman Mr. Clifford Lundin and manager Ms. Straub. After reading Mr. and Mrs. Pawar's letter, Mr. Lundin asked me if the Borough Engineer admitted the wall did not met code. I replied:"Yes" and he groanded.

There is no 150 ft long wall up to 8' high shown on either of the false Soil Erosion and Sediment Control Plans in two feet contour lines on the two false SESCPs certified by SCSCD and neither was approved by the municipality.

The level of corruption among Stanhope municipality officials, Sussex County Soil Conservation District and HQ, Department of Agricuture was constant, repeatitive as other enforcement agencies were lied to by municipal and state employees.

Senator Littell, Assemblywoman McHose and Assemblyman Gregg all wrote to the New Jersey Attorney General to conduct an investigation.

The investigation was aborted by the New Jersey's Criminal Justice Department's Mr. Edgar Hess in one day and he refused to allow me to talk with him for one minute.

None of the seventeen adjacent property owners who wrote petitions to comply with Land Development Codes, the site plan and restore the destroyed shade trees were ever contacted by any investigator.

Both the Stanhope Land Use Board and Stanhope Environmental Commission requested investigations and were ignored.
