An illegally issued full certificate of occupancy was issued by the Construction Code Official. Illegal walls not shown on the site plan or subsequent false SESCPs prepared by E.N.F. Development Co. LLC and PE Wendell Inhoffer and PP Judith Keith were prepared and were blatantly false and approved by Sussex County Soil Conservation District's PE Joseph Sedivy. Peter Schneider PE prepared a false memorandum that a subsequently illegal lower wall built in the conservation easement after the deed was signed on Lot 12 on Jul 12, 2002, the Borough of Stanhope, Developer, Governing Body, Borough Attorney, Town Administrator, Construction Code Official all engaged in a cover-up for years banning people from meeting and not responding to valid OPRA requests by three different property owners.
