criminal investigators and enforcement agencies obtain the ninety exhibit report including
the maps, tax map block 10902, site plan and false SESCP certified by Sussex County
Soil Conservation District's Mr. Lundin. See the web site for the meetings of the
so called meeting.
Obtain the Department of Consumer Affairs Director’s letter. It has exhibits
that list the criminal conduct. The lies from one government official to another
that prevented the detection of additional crimes.
At no time was any of the development legal. Each day is a new criminal offense. There was never an approved municipality and SCSCD/HQ Dept of agriculture Soil Erosion and Sediment Plan for the project. The Soil Erosion and Sediment Control Plans certified by Mr. Lundin were all false submittals by the contractor, more crimes. None of the false plans certified by SCSCD were ever provided to the Land Use Board to be instantly rejected. The Land Use Board and Stanhope Environmental Commission both requested investigations that there were clear sedimentary violations and plans were not followed. More crimes. Many official investigations were made and they were lied to the Borough Engineer John Cilo Jr., Construction Code Official Thomas Pershouse, Town Administrator Teri Massood, SCSCD manager Winifred Straub and Franklin Dawalt Jr among others. Inspection reports were false as sediment and boulders went into the non-disturbance zone and into adjacent properties, wheel clearing stabilized access points on Oak Drive were never built as sediment was tracked onto Oak Drive for 8 months, drainage system violate codes, gypsum boards and other construction waste were buried, a single 8’ wall a felony existed, a cover-up by emplacing another wall in a conservation area occurred. Shade tree roots were never protected for 8 months. All the surrounding property owners petitioned the Town Council to comply with Land Development Codes, the site plan and restore the destroyed trees. The criminal conduct accelerated as more false SESCPs for only a single home not within SCSCD jurisdiction were certified by SCSCD as SCSCD knew it was a two lot subdivision. Illegal certificates of occupancies for both houses were issued. There was tyranny as both the Land Use Board and Town Council forbade further grievances. Stanhope refused all OPRA requests for documents on the illegal development by Mr. and Mrs. Caggiano and Mrs. Pawar. SCSCD’s forced answers to OPRA requests show rampant criminality. Deeds required as-built drawings but they could not be made for they would show the criminal conduct. The active participation by dozens of government municipal and state workers was required in the criminal pursuit of an illegal development that has permanent construction defects.
